No. Rotation only changes the page's orientation metadata — the underlying content is untouched.
You must keep at least one page. If you try to remove every page, the tool will ask you to restore at least one before saving.
Reordering pages rebuilds the document, so internal bookmarks tied to specific page numbers may need to be re-checked afterward.
